I saw several walls like this is the same or worse shape. I assumed the owners didn't want to pay to fix them. But, it's a puzzle since it only gets worse with time.

@Steve Rice: Thanks. This was taken at a very old, very venerable, and very, very run-down shrine. Almost all the buildings there are in quite poor shape, which is a shame because they are all lovely.

This redefines they don't make it like they used to. I know this type of building material very well and I'll bet straws were mixed in to add strength. Beautiful shot.
